Civil Society and Water Problems in the Arab World: between Role Effectiveness and Practice Hindrance

It is widely believed that a "water resource" is a global resource , to be managed in accordance with an integrated approach to maximize the use of equitable utilies, and the sharing of international water. Thus , the role of civil society, as partner of public and private sectors in solving water problems, is known as "water governance". Given the social importance of water - given the specificity of the water situation in the Arab region, and the lack of the accessibility of most Arab countries to supply clean drinking water , as well as sanitation supplies to all its citizens - it was natural that the Arab civil society pay particular attention to the water issues in the Arab region.
The aim of this study was to analyze the role of the Arab civil society in dealing with the problems of Arab water, depending on the approach of 'The State - society relations: and through two levels of analysis: the macro level of analysis , which analyses the role of the 'Arab Water Council" , and the role of '' EMPOWERS' . Then there is the micro level of analysis , which analyzed the role of water civil society in a number of case studies which included Egypt , Jordan, Lebanon, and Palestine.
