Global Climate Change Regime: A Study in the Evolution Factors

Auther : Muhammad Al-Subay

The Global Climate Change Regime represents an advanced stage of international co-operation against conventional spheres such as peace, security and trade. Having surveyed the embryonic stage of the regime, several factors have been explored. Firstly, the policy of detÅne in international relations paved the way for an active green diplomacy. The disengagement in the industrialized world between economic growth on the one hand, and the consumption of fossil fuel on the other - has secondly -lead to an extensive implementation and internationalization of green norms. Fears of developing economies, which were not able to achieve that disengagement, against any economic consequences of climate change regime that limits GHG emissions, were offset by the exceptional consideration to those economies. Thirdly, the pioneering role of some industrialized parties contributed considerably to the globalization of green policies and the emergence of the regime. Nevertheless, studying that pioneering role reveals economic and competitive motives. Last but not least, was the job done by NGO's in drawing the attention of the international community to the climate change phenomenon - and in taking the process forward, be it in the scientific clarification or in active political participation.
