Deterrence in a Changing International Environment: Review of Deterrence Theory and Patterns in Western Literature

he purpose of deterrence is to prevent the actual use of military power. Deterrence depends on different elements, conditions, and assumptions. Deterrence theory faces many dilemmas; however, the major one is the changes in the international environment since the end of the Cold War. These changes have renewed the academic interest in deterrence theory. Its assumptions and functions need to be revisited theoretically, along with revising the practical patterns which include: deterring non-state actors, cyber deterrence, and collective actor deterrence. Each of these patterns casts doubt on the ability of the deterrence theory to explain it. Each pattern is a real test for the theory. Each pattern plays a key role in the revising process, and needs further study and analysis.
