Futuristic Vision for PrivatizingSecondary Education in Kuwait

This study introduces a futuristic vision for privatizing secondary education in Kuwait as one of the alternatives for financing education. This vision suggests transforming public secondary schools to independent schools owned by the private sector, in which secondary schools should be financed and managed by the private sector. The Ministry of Education would supervise these schools and distribute educational vouchers to keep education free. Thus, this study is aimed at recognizing the advantages and disadvantages of privatization, the facilities that encourage the private sector to invest in the educational field, and the regulations needed for organizing the privatization process. The study ended up with the following findings: privatization helps to reduce the economic burden from the state budget; also it limits the existence of ineffective employees at schools. Among the disadvantages of privatization is that it accounts more for profit than for educational matters; also it weakens the states supervisory role. The study suggested that the Ministry appoint a percentage of Kuwait teachers in the private school sector similar to that in the public school sector, and that it give private schools larger authority in order to encourage the private sector to invest in education. Also, the study suggested increasing the governmental supervision of private schools.
