A content analysis has been used to a sample of parliament documentation which has discussed the amendments of article (1) of the electoral law issued 1963. The analysis has look into content of discourses which took place between and among members of parliament representatives. Results show that the content of dialogue has been influenced by the political orientations of Kuwaiti people culture and by political affiliation of the members. The opponents and non- opponents used the holy Quran verses to support their point of views. Both used the Holy Quran stories and hadieth ((Prophet Mohammad sayings, peace be upon him). However, the opponents had rejected women suffrage by consuming the meeting sessions going through irrelevant issues, and neglecting the rational discussions of the main subject. They made some unjustifiable correlations stressed her traditional roles, and portrayed women as incapable of political activities; while the other party used scientific data to highlight her educational achievements, and her economic modern roles.
