Modernization and the legitimacy of Political Institutions The Case of Libya: 1951 - 1969

This paper deals with the effect of modernization on the Legitimacy of Political institutions. It reviews some of the literature on modernization and its relation to participation and the institutionalization, of political of organizations and activities. The paper concentrates on Libya as a case study to examine the effects of social change and mobilization and its contribution to the crisis of institutionalization and legitimacy of the Libyan regime during the period 1951 – 1969.

The paper shows that the advent of technology, the diffusion of culture from other parts of the world had affected the social life in Libya. The paper also demonstrates that during the process of modernization, the Libyan people were politically socialized toward values and beliefs that were in contrast with the ruling elite’s, values and attitudes. This ideological contradiction, along with the effect of modernization itself, created a crisis of legitimacy, and that was deepened by the absence of effective means of popular political participation in the decision-making process.

In the long run, the destruction of independent political organizations and the failure to create alternative means of channeling the energies and activities of the socially mobilized, greatly served to produce a legitimacy crisis, political instability and the eventual demise of the monarchical regime on Libya.
