Dimensions of Urban and Rural Development in Saudi Arabia

A comprehensive and integrated scheme of urban and rural planning is being adopted by many developing countries in order to achieve spatially and spectrally balanced development. However, few countries have been successful in this drive for integrated development because of the lack of either appropriate policies or adequate resources to support their programs, and consequently they have not been successful in eliminating, or even reducing, urban and rural problems. This paper evaluates the major dimensions of urban and rural development policies in the Kingdom of Saudi Arabia at the national, regional and local levels. Theses dimensions consist of : national development planning, comprehensive regional planning, integrated rural development, and the city-limit concept as a tool to control urban expansion. The main findings are that urban and rural development in the Kingdom have been evolutionary in nature, whereby changes have occurred from local and sectoral patterns into comprehensive, integrated and controlled planning.
