The Significance of Incorporating Technical Expertise into Feasibility Studies of Public Projects in Developing Countries

This paper emphasizes the significance and methods of incorporating technical knowledge and expertise into the feasibility studies of public sector projects in developing countries. The paper identifies the more important elements of technical knowledge, namely training programs for national unskilled labor, and research and development programs and their role in the socio-economic development of a country. It also develops an approach as to how these elements can introduce into calculations for the net value of social benefit. The paper suggests the most workable methods for measuring technical knowledge and expertise, and discusses the potential problems in applying these methods. Finally, the paper suggests that the most appropriate means of acquiring technical knowledge from international firms by third World countries is through public sector projects, as these contribute most to the net value of social benefit.
