Overstuffing in the Kuwait Public Sector

This paper is concerned with the phenomenon of overstuffing in the public sector in Kuwait. The concept of overstuffing is discussed in relation to the productivity of every new employee and the profit resulting from this addition. Overstuffing defined as any addition in staffing level that does not result in additional productivity or profit. There are several indicators of overstuffing in the public sector in Kuwait. They include: an increase in the ratio between number of employees and population size; the proportion of the public budget which is allocated to wages, the number of professional staff in relation to general staff; and the misuse of time. The causes of overstuffing in the public sector are discussed, and the paper concludes with recommendations this problem.
