Problems of the Planning Process in Social Welfare Agencies: A Field Study in Cairo

Many scholars have asserted that the planning process in social welfare agencies faces many problems, especially in developing countries. The purpose of this paper is to present an analysis of the major problems in such agencies in Cairo. It was hypothesized that planning process in social welfare agencies in Cairo faces particular problems in need assessment, policy formulation, identification of alternative strategies, selection and implementation of a particular intervention strategy, and monitoring, evaluation and feedback of social work performed. A research survey was conducted using a sample of 150 social workers from the social welfare agencies in Cairo. Personal interviewing was adopted as the most appropriate instrument for data collection, ad the field work and data collection were conducted from February to April 1986.

The results of the survey indicate that the planning process clearly faces number of complex problems, especially in the areas outlined in the hypothesis. The study suggests a number of further research studies in the field to overcome these major problems.
