problems of personnel management in sector the Kuwaiti business

The main purpose of this study is to review the basic personnel management problems in the Kuwait business sector and uncover the causes of such problems then recommend solutions to overcome these problems .the study consists of three parts : first theoretical introduction about the importance of the human factor involved , second a definition of personnel management for the purpose of the study , third: the analysis of the data which revealed three types of personnel management problems   namely: 1) problems due to the nature of the structure of the labor force . 2) problems due to some negative attitudes from line managers towards their personnel departments. 3) problems due to some deficiencies in practices of the personnel function it self. Regarding to the first type of problems , it is concluded that variant nationalities of the labor causes conflict in the work situation and reduces cohesiveness among employees . therefore , employing Arab – labor is recommended . however . if the employment of non Arabs is needed, new comers must receive special training to facilities special training to facilitate their  adjustment to the Kuwaiti culture . the second problem is the result of misunderstanding and the negative attitudes of line managers concerning the role of their personnel departments. Many of them think that their concern is to maintain and keep good records of employees. To change such attitudes , personnel managers must develop a new concept of their field  and learn new roles and aspects of behavior that enable them to implement that concept . the third type of problems involves the failure of personnel department  to perform effectively in eras such as : man power planning , job description , selection , training and development and services and benefit plans . the study offers some recommendations to overcome such deficiencies .
