Measurement of Wastage in Education Among Kuwaiti Students

The paper outlined several methods of measuring wastage in educational system. Two of exact and more informative of theses methods were fully discussed.

The first method of stable population is based on promotion and repetition rates. It is assumed that there is a school system where these rates remain Constant over a long period of time and that exactly a specified number of students enter the system each year. The second method applies the same promotion and repetition rates to a hypothetical cohort of students and follow them through a cycle of school system until they leave it. Both methods were applied to the Kuwaiti data by sex for different grades and levels of general education.

Using a detailed time series of promotion and repetition rates, two parameters for wastage measurement (number of years studied per graduate and input/output ratio) were computed. Result of analysis show that wastage is extremely high in intermediate and secondary school and among males more than females.

The paper was discussed through analysis of the reasons for wastage in schools  and economic consequences. Several steps were proposed to reduce the effect of factors behind wastage, either these factors can be found in the student himself, in his school, in his home environment and/or the social surrounding of him.
