TEACHING STAFF’S AUTONOMY AT THE TEACHER EDUCATION INSTITUDES IN THE STATE OF KUWAIT

The purpose of the study is to determine the degree of autonomy exercised by the teaching staff at the Teacher Education Institutes for Men and Women in the State of Kuwait. The sample of the study consisted of 90 teachers selected randomly representing  30% of the total number of the teaching staff in both institutes. In order to answer the study’s questions, the researchers utilized research and writings dealing with autonomy in work environment, the bylaws of the Technical and vocational Institutes, and a questionnaire concerning different aspects of teaching responsibilities.

Based of the study’s outcome, the following conclusions have drawn:

  • Autonomy seen as an important factor in work environment, particularly for high academically qualified individuals.
  • Existence of vague and inflexible articles of the organization’s bylaws with regard to autonomy.
  • The teaching staff enjoys insufficient amount of autonomy in various aspects of their job.
  • Differences were in-significant regarding the autonomy among different groups of the sample.

Accordingly, the following recommendations have been proposed:

  • The existing bylaws need to be modified to insure more autonomy. At the present time teachers should have more say or autonomy in matters such as refusing or accepting the external examiner, selecting the textbook, etc..
  • Follow-up studies should be carried out due to the significance of autonomy for the teaching staff.
