Teacher Certification and Licensing A Proposed Vision for the improvement of Arab Teachers

Education has become a world-wide national priority, having a great deal of concern, investment, as well as continuous revision for the sake of its improvement. Good education requires - as a must - having a good teacher, simply because s/he is the most important element in the system of education. Accordingly, the concern for ``tomorrows teachers is not limited to educators, but rather it has become a societal one.

The emphasis upon ``tomorrows teachers means: giving great attention to the selection and recruitment process, the improvement of teacher education programs through revision and reform, giving new dimensions to ways and means of in-service training, and finally giving priority to education as a ``profession. The emerging concept of ``education as a profession has given rise to a whole new concept, that is ``teacher certification and licensing.

The pivotal intent of this ``analytical study is to examine that concept in order to know and understand its nature, its aspects, its requirements, and its procedures. Two different types of licensing - from U.S.A. - have been thoroughly described and elaborated as a way of knowing how the process works. The study concludes by offering ``proposed vision for teacher lincensing to be considered for implementation in our Arab educational system.
