Oman's Foreign Policy towards Gulf Cooperation Council States 2011-2018

Objectives: This study examined Oman's foreign policy towards the Arab Gulf states during the period of 2011-2018. The study aimed to explain the nature of the Sultanate's foreign policy during the reign of Sultan Qaboos, which was described as neutral and independent. This raised questions about the ability of the Omani political decision-maker to adopt a pragmatic and moderate foreign policy towards the issues of the region.
Method: The study used the systems approach, which is concerned with analyzing the interaction between the system and the environment with all its parts. The political system was regarded the main unit of analysis, including all reciprocal interactions with all the sets of the inputs being processed to be provided as outputs that represent the foreign stances of the state.
Results: The study results showed that the Omani foreign policy is based on a set of constitutional and historical constants that enable Oman to establish pragmatic, neutral and independent international relations built on free bases away from political coalitions and regional polarization.
Conclusion: The study concluded that the historical and geographical data, the structure of the political system, the religious belief and economic potentials all greatly affect and orchestrate the foreign policy of the Sultanate and help to build a peaceful and independent strategy.
