The Role of Governorates in Local Government in Kuwait: Analytical Field Study

     There are six governorates in the State of Kuwait headed by governors with a minister position, appointed for 4 years by a decree.

     Each Governorate has its own board, which is formed of a group of government agencies representatives beside other selected members from the citizens living in the area, headed by the governor himself.

     Despite of that, the governorate system or administrative division to the State of Kuwait, started as early as 1962 after only one year of independence with 3 governorates that concentrate on security rather than administration. This system has not been used effectively to administer the local government according to the general concept of system.

     This study will explore the opinions of both the citizens and the employees to evaluate the system and try to get to the solutions that will help the country to reach its goal for better administrative development & reform.
