Favoritism, Social Responsibilities or Administration Malfunction (an Empirical Analytical Study of the Relation Between the Citizens and Civil Service in Kuwait)

     Favoritism in Kuwait became a major problem that the Civil Service and the people can not live with it any more and both are looking for solutions to the daily suffering of both the people and the government employees.  This phenomena has reached a point that it has been discussed on a daily basis in newspapers or in the top officials’ speeches as a major issue that needs to be dealt seriously, inspite of it’s mentioning in Islamic Shari’a and the constitution of the state.

     From the initial study the authors noticed that favoritism has it’s roots not only in the social structure of the society, but also has affected the administrative procedures through which, the government is trying to solve the problem by implementing laws and regulations for a long time; however, it has not seen without success, which means we have to look at it from a different angle.
