Proposed Model of Spatial Hierarchal Organization of Geogrphical Distribution: AN Experiment of the Wusta Region, Sultanate of Oman

     The research problem of this paper is to identify the extent of service availability in the Wusta Region in Sultanate of Oman, quality and geographical distribution.  The purpose of this is to derive a spatial hierarchical organization in the study area in order to assist the regional planners in selecting the optimum locations for services and activates the spatial and sectoral interaction in the area.  This research problem is of considerable importance in the study area because population density is just 0.2 person per sq.km.  The area has about 60 localities in a total land area size of 80,000 sq.km.  

     The study aims at manifesting the experience of Al-Wusta Region in Sultanate of Oman in employing the role of the regional planning tools in identifying the development centers and their catchment areas within an integrated spatial system for regional plans in the Sultanate of Oman for identifying the optimum location services.  Employing the regional planning tools derived a hierarchical organization system for the regional secondary and local centers.  This system has contributed positively to speeding the interaction of the higher centers with secondary and local centers and selecting the optimum locations for services, which leads to improving the welfare of population in the study area.

     The hierarchy consists of two regional centers (Hiama and Duqum) providing central services for the whole area because of the existence of the decentralized government institutions and have the services providing the biggest range in the region.  There are four (4) secondary centers linked to the regional centers directly and thirteen (13) local centers each has surrounding villages and localities.  The Wusta area investment program for the fifth five-year plan (1996 – 2000) was proposed based on criterial enhancing the linkage between the two sectors or more and between two centers or more in the hierarchical system.

     The study recommends the necessity of employing sectorial and spatial standards and criteria for deriving a hierarchical organization system in areas similar to the study area.
