OVERSTAFFING IN THE QATARI ADMINISTRATIVE SYSTEM...(Indicators reasons and suggestions)

The phenomenon of overstaffing has been a characteristic of the Qatari administrative system since the 1980’s, despite many efforts to solve or to minimize this problem.
The study reviews the issue of overstaffing and discusses its measurement according to a variety of local and international indicators. The study reveals the reasons behind overstaffing which had been divided into historical, technical and social, organizational and environmental as well as political factors. All views reflected in this analysis were supported and proved through formal and official documents.
The study reached a significant conclusion; this conclusion indicated that the Qatari administration became too big, too fast and too much fat.
The study devoted a significant attention to present an integrated group of recommendations to solve the problem. These recommendations were mainly concerned with manpower planning, eliminating political and social pressure on recruitment policy, privatization and administrative reform.
