ETHICAL PREPARATION AND ITS IMPORTANCE IN THE GOVERNMENT SECTOR IN KUWAIT AND OTHER GCC COUNTRIES

The article to emphasize the importance of ethical preparation as one of the mission link of improvement bureaucracy efficiency in Kuwait and other GCC countries. The study evaluates some of the work ethics in bureaucracy, especially the conflict of interests between the private and public sectors and the political activities of civil servants. Later, the study looks in to the ethical challenges facing bureaucracy and then describes some of the experiences in the area of ethical preparation in the Government of Kuwait, especially that of the Zakat House in issuing its code of ethics. The study suggests the establishment of a plan for ethical preparation through a mix of basic tools and approaches. This includes re-orientation of bureaucratic values and patterns of behaviour, enaction of tools for administrative supervision and monitoring the establishment of tools to foster the positive and ethical values needed to be instilled. Also the ethical preparation may include the establishment of a system for the financial transparency of public employees and deepening the concept of the public service.
