THE DEVELOPMENT PLANNING IN THE G.C.C. COUNTRIES CONCEPT – FEATURES – FUTURE

In the midst of the current world economic changes and shift towards liberalization and anti-statism economies, the concept of development planning is facing great challenges.

Once case of study is the Gulf Cooperation Council (GCC) countries, where they have been applying the concept of development planning at different levels among them.

The objective of this paper is to present the development planning process in the GCC economies and also to analyze the effect of these new international trends and domestic challenges on the framework and the role of development planning.

In the first section, the paper discusses the concept of development planning in the GCC from theoretical and historical perspectives.

In the following section, the paper delineates the main features of the GCC experience in development planning.

The final section surveys a set of challenges, some of them internal (population growth, financial constraints and the impacts of the Iraqi invasion), and some of them external (the oil market, globalization and privatization….) and the required role of development planning in facing these challenges.
