KUWAIT’S LABOUR LAW AND ITS ROLE IN ACHIEVING THE FIVE-YEAR PLAN: A STUDY IN THE LAW’S ROLE IN THE CHANGE OF THE POPULATION STRUCTURE

        This paper begins by the analysis of a number of statistics from the Statistics Director of the State of Kuwait in order to show the following features of the labor force in Kuwait.

 1.     The significance of the foreign manpower in relation to the local one: 53.54 against 18.56.

 2.     The low participation of Kuwaiti Women in spite of the fact that Kuwaiti Women are more than men.

 3.     A sizeable percentage of unemployed highly qualified Kuwaitis.

 4.     The high percentage of illiterate workers.

 5.     The concentration of the Kuwaiti labor force in the civil service.

 Then the paper deals with two approaches:

 A. The promotion of more Kuwaiti participation in the labor power, which can be achieved by the following means:

 1.     Granting more benefits to Kuwaitis working in the private sector especially women.

 2.     Abolishing the negative role of certain Kuwaiti labor laws.

 3.     Providing means of finding suitable jobs for unemployed Kuwaitis. 

 B. Limiting dependence on foreign laborers:

           The paper distinguishes between the original labour force (i.e. illiterate workers) and the active productive (qualified laborers).  The former can be reduced by dependence on technological aids, fixing minimum wages and the use of expatriates already living in the country.  The later can be limited of more Kuwaitis, are trained to take their place gradually.
