The main objectives of this research are as follows:
First, to determine the framework of budget implementation in general and for banks in particular.
Second, to analyze the impact of budget on managerial efficiency by classifying budgetary control role in six factors within three main constrains.
Third, to estimate the optimum balance of budget constrains within each control factor and for all these factors together to raise budget efficiency when applied to the banks of Kuwait.
The research starts with an introduction to review the budget and its role in contemporary organizations. Then, all technical, environmental and behavioral aspects of the budget are discussed. This is followed by an analysis of the methodology of research applied.
The third and fourth parts of the research suggest models for budget constrains together with budgetary control factors.
The theoretical model blends two main approaches of budgetary control: both administrative control strategy and inter-personal control strategy are mixed to reach this model.
Budget constrains are classified into three constrains, namely: task, environmental and behavioral. And the six factors of budgetary control are summarized under six titles which are:
1. Scope of goals.
2. Standard and indices setting.
3. On the job directing.
4. Analysis of variances.
5. Necessary actions.
6. Feed-back utilization.
The fifth part of this research presents the empirical study. Data are gathered through questionnaires from 213 employees of the main nine banks of Kuwait. Results have been diagrammed in six triangles one for each budgetary control factor. Each triangle has three dimensions that reflect task, environmental and behavioral constrains of the budget. The seventh diagram (triangle) suggests the optimum mix of budget constrains and managerial efficiency.
The research concludes with suggested results and recommendation for further research.
