RESPONSE TO TECHNOLOGICAL AND ADMINISTRATIVE INNOVATION IN KUWAIT: AN ANALYTICAL STUDY

         This paper aims at measuring the financial, administrative, behavioral and organizational variables, which influence the degree of response towards the adoption and adaptation of modern techniques in both public and private institutions.  Although, there are several approaches to this problem: social, economic and psychological, yet, the marketing approach is adopted in this paper.  Marketing literature indicate that the diffusion of technological innovations has emphasized mainly on consumer products and comparatively little attention has been given to the improvement of the organization and performance of governmental institutions and companies.

        The paper gives insight into the findings of a survey designed to test a model of adoption processes of industrial innovation.  Relevant data were compiled from forty ministries, institutions and companies, all of them working in Kuwait and represent a potential market of a computerized information system.

        In brief, the survey revealed that adoption response to innovation is not only the outcome of economic governing influences, as has been previously held by a group of economists, but it was found also that it represents the net result of a complexity of factors organizational, behavioral and technological, to all of which it could be attributed.
