PUBLIC ADMINISTRATION AND DEVELOPMENT IN THE YEMEN ARAB REPUBLIC

            The main objective of this study is to describe and analyze the Yemeni administrative system as it has developed during the last twenty years following the Yemeni Revolution of 1962.  Both the structural and legal aspects of public administration in Yemen are evaluated.  Some behavioral and functional views are also discussed alongside with the major development programmes designed for central and local communities.

           The study begins with a concise background of the historical political and economic aspects of modern Yemen, which contribute to shaping the internal and external environment within which the system works.

           A special emphasis is made on the role of the Yemeni administrative system in implementing the National Development plans of 1973, 1977 and 1982.  The major developments, which ensued after the implementation of these plans, particularly in the educational, health and other public service sectors have shown that public administration in Yemen has significantly improved and its functions have become more pronounced.  However, many problems and difficulties still face the Yemeni administrative system, despite all the reform and training programmes, introduced by many international assistance programmes during the last two decades.  A set of recommendations to solve some of these problems are suggested at the end of this paper.
