This study attempts to analyze the administrative and organizational conditions prevailing in the Civil Service Organization in the State of Kuwait. It highlights the activities of this organization and its efficacy in the field of organizing and administrating civil service affairs in the country.
Towards this, the writer discusses the establishment of this organization, the way it is organized, its activities, the range of its personnel and its relations with other governmental organizations.
Furthermore, this study exposes the weak points in the structure and activities of this organization, and suggests the principal methods to be followed in order to develop the capabilities of the organization and enhance its efficacy in the field of administrating and planning for civil affairs. The major suggestions lay emphasis on:
1) Transforming the Organization into an independent council concerned with civil service affairs and with such powers as are appropriate.
2) Annexing the Organization administratively to the Parliament (National Assembly).
3) Providing the Organization with scientific skills and necessary experts to help it undertake the task of administrating civil service affairs and accomplish a comprehensive
administrative reform in the country.
