The Role of Khalifa Omar Bin Al-Khattab in Sea Invasions (in Arabic)

Auther : Tarik Al-Azzam , Mohammad Al-Rousan

The Islamic State had harbored long marine coasts during the time of Khalifa Omar Bin al-Khattab. For that reason, it was required to establish a marine policy that would address issues pertaining to invasions occurring in marine areas. This study aims at identifying the role played by Khalifa Omar Bin al-Khattab in those sea invasions. The study relies on a historical approach that is applied for purposes of clarifying the topic of the study.
One of the most important conclusions derived from this study is that during his caliphate, Khalif Omar Bin al-Khattab did not have one constant policy that stated regulations for sea invasions. In the beginning of his caliphate, the first invasion, which failed, was carried out by Al-Alaa Bin al-Hadramy. Inspite of this failure, sea invasions continued and they were instigated by Othman Bin al-Thaqafi who invaded Astakhar and al-Sind through the sea. This was not confined to the governors' marine invasions, but Omar had also decided to send an expedition led by Alkamah al-Madlajy to punish the Abyssinians.

Unfortunately, this expedition failed miserably after all the participants drowned along the way. This tragic incident caused Omar Bin al-Khattab to reconsider his policy concerning sea invasions. As a result, he took a decision to completely prevent Muslims from executing any more invasions as he realized that the Arabs did not have the required skills to compete with other people who had extensive experience in matters regarding the sea.
