The Ethical Environment in Government Authorities in the State of Kuwait (in Arabic)

The study examines the ethical environment in three government authorities. It examines the impact of variables such as sex, nationality, years of experience, job level, education level, age and salary levels on the responses surveyed through a questionnaire that has been subject to validity as well as reliability tests. The empirical findings seem to suggest that there is overall a good level of ethical awareness in the existence of ethical environment and the dominance of regulations and laws over any unethical action in the work place. In addition, it shows that the leaders of those institutions have reasonable standards of ethics which make their subordinates raise any ethical issue with them with no disadvantage. In addition, the study shows that non-natives and males with more years of experience, higher job level and higher age have accorded more approval to the existence of ethics within the authorities. Education and salary levels did not have any impact on the responses. The study shows the need to enhance awareness of moral problem within the working environment of the civil service as well as to provide the necessary training in moral reasoning in order to make the right moral decision.
