Muslims' Demand for Hajj and Their Chance of its Performance A Theoretical Study with Partial Application to a Sample of Pilgrims From Five Countries (in Arabic)

This paper is a study of the problem of having the chance to perform the Hajj by Muslims who are capable and willing to do so and who are from countries other than Saudi Arabia.

It begins by building a model of demand for Hajj and a system of selection designed to lessen the problem of Muslims not being able to perform the Hajj in their lifetimes, especially for the elderly. The paper also consists of a field study aimed at estimating some variables of the model, the number of Muslims who performed the Hajj compared to those who wanted to do so, and percentage points of Muslims who were not able to perform the Hajj in their lifetimes.

The data of this partial application of the developed theoretical concepts in this paper were drawn from a sample survey of Hajj is from five countries during the 1415 Hajj season. These countries are Indonesia, Pakistan, Bangladesh, Nigeria, and India.

The main conclusion of the paper is that a significant number of Muslims who are capable and willing to perform the Hajj in these countries were unable to do so in their lifetimes. This is because of the application of the quota system which is based on the volume of population and not on the volume of demand for Hajj, the system of selecting potential Hajjis from applicants in each individual country, and the restrictions imposed by some countries on the number of Hajjis.

The proposed selection criteria and countries sharings in the total number of pilgrims is a substitute for the quota system and various current practices of selections. The procedures of implementation, which are yet to be developed, must await the political decision of the concerned countries.
