Towards Developing Organization Control in Kuwait, an Analytical Study (in Arabic)

The study aims at presenting a practical framework for the application of the concept and approach of organization control in government organizations as practised in the private sector. This practical framework is considered a viable alternative among the alternatives which rectify the deficiency in the organization control function in government organizations.

To achieve the above objective, the study adopted an approach that was compatible with the nature of the topic, which was not discussed much in previous studies. This approach required in its first stage a survey of the literature, a study of Kuwaiti laws related to organization control, and an analysis of some organization control models in some Arab and non-Arab countries. The second stage included intensive interviews with a number of senior officials in ministries of the State of Kuwait, and with a number of prominent businessmen who previously held offices in the government sector, in addition to some academicians in the field of administration and administrative law.

The study deduced the organization control models from the experiences of different countries in organization control, and reviewed the experience of Kuwait in that matter. The study exposed the inability of the means of organization control in government sector to cope with the developments in Kuwait before the Iraqi invasion of Kuwait. Furthermore, awareness of this inability increased during the reconstruction period after the liberation of Kuwait. The study showed that the third model of organization control is the closest to the approach followed by the private sector.

Therefore, the study recommends a basic system for the organization control function and its means, to be applied in order to continue the development of that function. This system is founded on many essential recommendations in a number of areas, the most important of which are the area of objectives, where emphasis is focussed upon linking plans and efforts of organizations to their objectives and holding these organizations accountable for achieving their objectives; and the area of bylaws and procedures, where attention is drawn to government bylaws and procedures and reducing dependence on procedural and regulatory control as well as beforehand control; also the area of intervention, where intervention by the executive authority is limited to cases where self-control leads to significant negative effects. As for the area of management, which attracted the interest of the study, there were many recommendations of which is a call for the establishment of a bureau for managerial development parallel to the Audit Bureau, subservient to the head of the executive authority, and submitting to him periodic reports similar to those accounting reports submitted by the Audit Bureau.
