Finance of the Islamic State During The Khalifate of Mu'awiya Bin Abi Sufian (in Arabic)

It is well known that the guiding principles regarding the financial resources of the islamic state which supported the state during the time of the Rashidin remained the same during the time of Mu’awiya, the war booty, the jizya, the Kharraj, the tithes (‘ushur) and the aims (sadaqat) are what Mu’awiya depended upon for financing.

The finances of the state were spent as salaries and rizq (payments in Kind) of soldiers and their dependents, and of other state employees, and as expenses for preparing military campaigns, building dams and bridges, and maintaining the rivers and building mosques and other public establishments, and needs of Mu’awiya and his family, clients and delegations.

To meet the financial needs of the State Mu’awiya depended upon sadaqat, stable, meeting the internal and external needs of the Islamic state, and measures taken by him in respect to budget were focused on strengthening the state’s role among people and consolidating the central authority.
