The Internal Affairs In Russia And Their Impact On The Course Of Russia's Foreign Policy Between 1905 And 1917 (in Arabic)

This paper begins with analyzing the main factors which governed and guided Russia’s foreign policy before the rise of the Bolshevik Revolution in 1917. In addition to the geopolitical factor, the slavic factor, and the theory of the third Rome, this paper analyses the influence of internal conditions and of the emergent political organizations which constantly pressured the Russian government to conduct its foreign policy within certain courses. The paper concentrates especially on the impact of the 1905 revolution and the events which accompanied it on the course of the Russian foreign policy between 1905 and 1907.

The most important areas over which Russia tried to extend its power consist of the territories along the Pacific Ocean, the Caspian Sea, the Black Sea and the Baltic Sea. This paper reviews in detail the methods followed by Tsarist Russia to dominated or extend its power over these areas. It also explains the above mentioned factors which guided and dictated the Russian behavior abroad, together with other motives. Foremost among these other motives stands the economic factor, which aims at securing the flow into Russia of the material wealth of the neighbouring areas.

The paper concludes with the year 1907 when Russia committed itself to two agreements, one with France and the second with England. In the end, and according to these agreements, Russia had to enter the First World War to support its two allies against Germany. Perhaps the intensity of internal strife in Russia, and Russia’s desire to keep and consolidate its colonial and imperialistic gains abroad, gradually drove Russia to participate in the first word war.
