Setting Priorities for Budget Cuts: Perspectives of MIS Managers from Jordan and Kuwait

This paper presents a study examining priorities in budget cutbacks (BC) from the point of view of managers of management information systems (MIS) in Jordanian and Kuwaiti commercial banks. The responses of those managers are compared to highlight the effects of their nationality on their responses. The study used questionnaires to collect the responses of 52 MIS managers from 7 Jordanian banks and 38 managers from 5 Kuwaiti banks. Respondents recommended converting the MIS department into a profit center, increasing cooperation between banks and slimming down administrative expenses. However, they did not rank savings from hardware or software costs as being either very high or very low priority. The results indicate differences between the Jordanian and Kuwaiti responses with regard to operating expenses. The study is limited to MIS managers in commercial banks and this limits its generalizability to other departments inside the banks and other firms. The study concludes with the recommendation that banks should consider the relative importance of each item of expense when making budget cuts.
