Is Ethics: A Cross-Cultural Comparison

There has been an increasing interest in the area of business ethics. In this study, we expand on this topic by examining ethical issues in Information Systems (IS) across cultures. Two samples representing two cultures (the U.S. based sample, and a Kuwait based sample representing the Middle-Eastern sample) were compared regarding the ethical decision-making regarding issues in Information Systems (IS). The two groups were presented with 5 IS related scenarios and were asked to indicate whether the acts were ethical or not ethical. Also, the respondents were asked to indicate the importance/unimportance of nine factors believed to influence ethical/unethical intention and behavior. The results show that these seemingly different cultures viewed these ethical situations similarly, and that the factors influencing these decisions were also somewhat similar. The results also show that moral obligation was found to be the most influential factor on decision-making for both cultures.
