The Consequences of Reducing Service Duration for Retirement in Saudi Civil Service System: An Exploratory Study

This study is intended to explore employees perceptions in Saudi governmental agencies towards the consequences of reducing the number of year required for retirement. To achieve this purpose, 500 employees in different governmental agencies were surveyed. Of these,345 responded representing about 69% response rate. Using a number of statistical techniques such as factor analysis, mean, standard deviation, and correlation coefficient, this study comes up with a number of positive and negative consequences for reducing service duration for retirement. The positive factors include overcoming the dis-functionality in Saudi labor market, contributing to new opportunity for employees seeking to find jobs in labor market, Contributing to solving the dilemma of expatriates, improving governmental agencies performance, and guiding national human resources. Most of the employees agreed that taking this kind of decision would lead to all of these positive consequences. However, two negative consequences were found including creating social and psychological problems for retirees and increasing the burden of the pension fund. The first was rather controversial provoking differences in opinion among members of the sampled employees, whereas a general agreement on the second was noted. Finally, the study ended with a number of academic and practical recommendations.
