Industrial location is an increasingly important decision facing both national and international firms. Decision support is a crucial component in that process. Unfortunately, to date no valid and reliable instrument exists to provide the basis for that support. Given that no operational measures of the critical factors affecting a firm’s industrial location decision exist, this paper develops an instrument for the critical factors. The instrument, which is passed through a stringent empirical validation test, is based on extensive literature search and psychometric principles. The paper describes the methodology in the development process.
